Why does an inverted transaction sign double the discrepancy?

If you record a $100 expense as a $100 deposit, your calculated balance is off by $200. You failed to subtract the $100 you spent, and you added an extra $100 you never received. That is why whenever you have a discrepancy, dividing the difference by 2 is the first test any accountant runs.

What is the "Rule of 9" for transpositions?

Whenever two adjacent digits are accidentally swapped (for example, entering $45 as $54, or $189 as $198), the mathematical difference is always evenly divisible by 9. If your discrepancy divided by 9 gives a whole number, check your manual entries for transposed digits.
